Pension for locals. Progressive tax. Service charge. Maldives payroll, solved.

Maldives payroll is not a configuration exercise. It demands a live MRPS pension engine for Maldivians only, progressive EWT withholding that kicks in above MVR 60,000/month, mandatory 10% resort service-charge pooling, Ramadan-bonus accrual, and in-country people with direct authority relationships. Most providers deliver two of these. Mercans delivers all of them – on a single proprietary stack with no intermediaries.

01 The Real Risk Maldives payroll exposure

Payroll compliance: the details that can’t be missed

Maldives regulators don’t grade on a curve. MIRA audits EWT withholding against declared remuneration and levies fines plus interest on shortfalls. The MPAO reconciles MRPS contributions employee-by-employee. The Labour Relations Authority polices the 10% service-charge pool and its distribution records. None of these failures announce themselves – they accumulate silently until an audit makes them very visible.

RISK 01 Recoverable

EWT under-withholding + fines

Failing to deduct or remit employee withholding tax above the MVR 60,000/month threshold triggers MIRA assessment with fines and interest on the shortfall, recoverable retroactively across every affected pay run.

RISK 02 Operational

MRPS mis-enrolment

Omitting eligible Maldivian employees (16–65) from MRPS, or wrongly enrolling exempt expatriates, creates MPAO reconciliation gaps, back-contributions, and penalties on the missed pensionable wage.

RISK 03 Operational

Service-charge distribution breach

Tourism employers must pool at least 10% service charge, deduct only a 1% admin fee, and distribute the remainder equally by month-end. Under-distribution or opaque records draw LRA enforcement and employee claims.

RISK 04 Structural

Pensionable-wage base errors

Applying MRPS only to basic salary instead of the full pensionable wage understates contributions. Discovered on MPAO audit, gaps are recoverable with interest across the whole reconciliation period.

Why most providers fail

The three types of providers who struggle with Maldives

A
Archetype A High Risk

Global Aggregator Platforms

Deel · Remote · Rippling

Platforms like Deel, Remote, and Rippling operate through a partner network in the Maldives – they don’t own the entity, don’t directly manage MRPS or EWT, and don’t control the compliance relationship. When regulations change, the instruction travels: platform → partner → your payroll. Each handoff introduces delay and interpretation risk.

  • ×No direct MIRA/MPAO relationship – third-party intermediary files
  • ×MRPS Maldivian-only enrolment logic absent or partner-dependent
  • ×Resort service-charge pooling unsupported
  • ×Regulatory updates filtered through partner SLAs, not live
B
Archetype B Moderate Risk

Large Global Payroll Incumbents

ADP · Ceridian · SD Worx

ADP, Ceridian, and similar incumbents have Maldives coverage – in name. In practice, their South Asia coverage is often delivered through regional partners or legacy systems that weren’t built for MRPS nationality logic, progressive EWT thresholds, or the tourism service-charge framework.

  • ×EWT progressive brackets hardcoded – not dynamically updated
  • ×Service-charge pooling handled manually or out of scope
  • ×Ramadan bonus and tenure-based gratuity applied by hand
  • ×Long implementation timelines – Maldives not a core market
C
Archetype C Scale Risk

Local Maldivian Firms

Boutique accounting · PRO services

Local Maldivian accounting and payroll firms know the market – but they can’t scale with you. No payroll technology platform, no HRIS integration, no multi-country consolidation, and no data security certifications that multinationals require. Fine for 20 employees. Inadequate at 200 across ten resorts.

  • ×No proprietary payroll technology – manual spreadsheet processing
  • ×No HCM connector – Workday, SAP, Oracle feeds require custom work
  • ×No data security certifications (SOC 1/2, ISO 27701, BCR)
  • ×No APAC consolidation across island properties and regional entities
02 The Mercans Difference Stack · Team · Security

The only provider that closes every gap

Mercans is the only Maldives payroll provider that combines a proprietary payroll technology stack, full-time in-country compliance teams, direct MIRA and MPAO relationships, and enterprise-grade data security – simultaneously, on one contract, with no intermediaries.

01G2N Nova™

The only engine built for the Maldives’ actual payroll architecture

G2N Nova™ is the world’s only API-first gross-to-net payroll engine. It natively models MRPS pension as a Maldivian-only enrolment layer, drives progressive EWT withholding against the MVR 60,000/month threshold, pools and distributes resort service charge, and auto-generates MIRA 601 and MPAO compliance outputs. This isn’t configuration. It’s engineering.

Stateless, containerised, Kubernetes-powered – real-time gross-to-net with anomaly detection on every Maldives payroll run. Recognised by Gartner, Avasant, ISG, and NelsonHall as a global payroll technology leader.

Full-time Maldives team – not a partner you phone when things break

Mercans employs full-time payroll and compliance professionals for the Maldives. They maintain active relationships with MIRA, the MPAO, and the Labour Relations Authority – not through a contact directory, but through ongoing regulatory engagement. When MIRA revises an EWT threshold, when the MPAO updates a contribution schedule, when the LRA amends service-charge rules – we know before it reaches your inbox.

No intermediaries. No partner SLAs. Your payroll liability sits with Mercans directly – not routed through a third party we manage.

The security posture multinationals require – for Maldives employee data

Handling employee personal and payroll data across resort and city entities demands documented privacy controls and data residency frameworks. Mercans holds BCR approval, ISO 27701 certification, SOC 1 & 2 certifications, and ISO 27017/27018 – the only payroll provider serving the Maldives with this complete certification stack. Zero security breaches since inception.

MRPS Is Nationality-Gated, Not Universal

The Maldives Retirement Pension Scheme covers Maldivian employees aged 16–65 at 7% employer + 7% employee of pensionable wage. Expatriates are excluded. A compliant payroll must switch MRPS on and off by nationality and age – and apply it to the full pensionable wage, not basic salary. Mercans’ G2N Nova™ models this natively.

→ Nationality- and age-driven MRPS logic in G2N Nova™
F2

EWT Is Progressive With a High Entry Threshold

Employee withholding tax is nil up to MVR 60,000/month and rises through 5.5%, 8%, 12%, to 15%. Because the test is cumulative across the year, an employee can move into withholding mid-year once year-to-date remuneration crosses MVR 720,000. G2N Nova™ tracks the cumulative base, not a static monthly rate.

→ Cumulative-year EWT tracking · MIRA 601 output
F3

Service Charge Is a Regulated Payroll Flow

Tourism establishments must levy at least 10% service charge, cap the administrative deduction at 1%, and distribute the remainder equally to employees before the end of the following month, with monthly records to the LRA and MIRA. It is a statutory pooled payment, not a tip.

→ Service-charge pool, 1% cap, equal split in G2N Nova™
F4

Expatriates Need Permits, Not Pension

Foreign workers require employment approval, a work visa, and payment of quota-linked work-permit and dependency fees, while their Maldives-source remuneration is subject to EWT. MRPS does not apply. The obligations run in parallel and must be tracked separately from the local workforce.

→ Permit lifecycle and fee tracking in HR Blizz™

For a Maldivian employee on MVR 60,000/month, MRPS applies at 7% employee + 7% employer on the pensionable wage. Employee pays MVR 4,200 pension; income tax is nil because remuneration does not exceed the MVR 60,000/month threshold. Employer adds MVR 4,200 MRPS on top. Total monthly cost to employer: MVR 64,200.

Eight things only Maldives experts know to handle

These are the compliance details that don’t appear in standard payroll setup guides – but appear in every MIRA audit, MPAO reconciliation, and LRA inspection we’ve encountered across the Maldives’ resort and city economy.

01
MV.01 · MRPS

MRPS Enrols Maldivians Only – Expats Are Exempt

The Maldives Retirement Pension Scheme is mandatory for Maldivian employees aged 16–65 at 7% employer + 7% employee of pensionable wage. Expatriate staff are not enrolled. Wrongly deducting from an expat, or omitting an eligible local, both create MPAO reconciliation errors.

G2N Nova™ drives MRPS enrolment off nationality and age automatically
02
MV.02 · EWT

Income Tax Starts Above MVR 60,000/Month

Employee withholding tax is progressive: nil up to MVR 60,000/month (MVR 720,000/year), then 5.5%, 8%, 12%, and 15% on the highest band. Most staff pay zero – but senior and expatriate hires cross the threshold, and the cumulative-year test can pull an employee into withholding mid-year.

Cumulative-year EWT threshold tracking on every payroll run
03
MV.03 · PENSIONABLE

Pensionable Wage Is Broader Than Basic Salary

MRPS contributions apply to the pensionable wage – basic pay plus regular allowances – not basic salary alone. Applying 7% only to basic pay is systematic under-contribution, recoverable with interest on MPAO audit. Service charge and one-off bonuses are treated separately.

HR Blizz™ maps the full pensionable-wage base to MRPS calculation
04
MV.04 · SERVICE CHG

Resort Service Charge Has Strict Pooling Rules

Tourism employers must levy at least 10% service charge, retain no more than a 1% administrative fee, and distribute the balance equally among employees before the end of the following month – with records filed to the LRA and MIRA. It is not discretionary and cannot discriminate between staff.

Service-charge pool, 1% cap, and equal split modelled in G2N Nova™
05
MV.05 · RAMADAN

Ramadan Bonus Is a Statutory Payment

Every employee is entitled to a Ramadan bonus of no less than one-third of the monthly salary, payable before Ramadan begins – its Gregorian date shifts each year with the Hijri calendar. Missing or under-paying it is a Labour Relations Authority exposure, not a goodwill gesture.

Hijri-aware Ramadan bonus accrual scheduled per employee, per year
06
MV.06 · LEAVE

30 Days’ Annual Leave Plus Broad Statutory Leave

Employees earn 30 days of paid annual leave after one year, alongside sick leave, maternity (60 days), paternity, and public-holiday entitlements. Leave interacts with service-charge months and final settlements, so accurate accrual tracking is essential at termination.

Statutory leave accrual and encashment tracked in HR Blizz™
07
MV.07 · NOTICE

Notice Periods Step Up With Tenure

Under the amended Employment Act, notice is two weeks below one year of service, one month from one to five years, and two months at five years and above. Getting notice wrong on termination converts a routine exit into a Labour Tribunal claim with back-pay exposure.

Tenure-based notice and final-settlement logic applied on every exit
08
MV.08 · WORK PERMITS

Expatriate Quotas and Work-Permit Fees Apply

Foreign workers require an employment approval and work visa, with quota rules and monthly work-permit / dependency fees payable to the state. All standard tax obligations apply to their Maldives-source remuneration, while MRPS does not – a split most platforms don’t model.

Work-permit lifecycle and fee tracking managed in HR Blizz™
06 Workforce Architecture Dual compliance tracks

One workforce. Two entirely different compliance tracks.

The foundational split in Maldives payroll – Maldivian nationals on MRPS pension vs. expatriates on permits and gratuity – is not a configuration toggle. It requires two distinct calculation paths, two sets of statutory obligations, and two different terminal-settlement frameworks. Mercans runs both simultaneously on every pay cycle.

MRPS enrolment is mandatory from age 16 to 65. Employer 7% and employee 7% of pensionable wage, remitted to the MPAO by the 15th of the following month. Basic pay plus regular allowances form the base – not basic salary alone.

02

Income tax applies only above the threshold. EWT is nil up to MVR 60,000/month; progressive 5.5%–15% bands apply above it, tracked cumulatively across the year and filed on MIRA 601.

03

Service charge and Ramadan bonus are statutory. In tourism, the pooled 10% service charge is distributed equally each month; every employee also receives a Ramadan bonus of at least one-third of monthly salary.

04

Full statutory leave and tenure-based notice. 30 days’ annual leave after one year, plus sick, maternity, and paternity leave; notice steps from two weeks to two months with length of service.

01

MRPS does not apply to expatriates. No pension enrolment and no 7% deductions – but this does not mean liability-free. Work-permit and dependency fees, quotas, and visa renewals run continuously and carry their own penalties.

02

Maldives-source remuneration is still subject to EWT. Employment income earned in the Maldives above the MVR 60,000/month threshold is withheld on the same progressive bands and filed on MIRA 601, just without MRPS.

03

Work permits gate the entire relationship. Employment approval, work visa, and monthly fees must stay valid for the whole contract term. Lapses block renewals and can halt the ability to pay lawfully.

04

True employment cost exceeds salary. Recruitment, permit fees, accommodation, and repatriation are standard expatriate line items in a resort operation – costs that surprise companies scaling headcount quickly.

07 Compliance Calendar

Maldives compliance runs across MIRA, the MPAO, and the Labour Relations Authority on monthly, annual, and event-triggered cadences. Mercans’ managed payroll absorbs every filing as standard scope – you don’t track deadlines. We do.
